ශ්‍රී ලංකාවේ විශ්වවිද්‍යාල තුල නවක වදය “විනෝදයක්” හෝ “ආරම්භක සම්ප්‍රදායක්” නොවේ — එය ප්‍රචණ්ඩත්වයකි.
එය සිසුන් අගාධයට තල්ලු කරයි, ශාරීරික හා මනෝසමාජ හානි සිදු කරයි, සහ බොහෝ දෙනෙක් අධ්‍යයනය අත්හැරීමට හෝ ජීවිත පුරා බලපෑම්වලට ලක්වීමට පත් කරයි.
Prohibition of Ragging and Other Forms of Violence in Educational Institutions Act (No. 20 of 1998) යටතේ නවක වදය සම්පූර්ණයෙන්ම තහනම් කර ඇත. නමුත් නීතිය නිසි ලෙස ක්‍රියාත්මක නොවීම නිසා, අපරාධකරුවන් නිදහසේ ක්‍රියා කරයි, සහ බොහෝ පීඩාවට පත් සිසුන් නිශ්ශබ්දව සිටී.
අපේ ඉල්ලීම්:
- අනිවාර්ය සම්මන්ත්‍රණ – නව වසරේ ආරම්භයේදී නවක සිසුන්ට නීතිය, දඩුවම්, සහ සිසු අයිතිවාසිකම් පැහැදිලි කිරීම.
- අනන්‍යයතාවය හඳුනාගත නොහැකි පැමිණිලි මාර්ග - UGC සහ පොලිසිය මගින් නිරීක්ෂණය කරන. 24/7 ක්‍රියාතාමක දුරකථන, WhatsApp, විද්‍යුත් තැපැල් පද්ධතියක් හඳුන්වාදීම
- නිදහස් විමර්ශන මණ්ඩල – පැමිණිලි සෑම එකක්ම සතියක් ඇතුළත මුල් නිගමන ලබා දීම.
- ආරක්ෂක මාර්ගෝපදේශ – විමර්ශන කාලයේදී සැකකරුගේ විශ්වවිද්‍යාල පැමිණීම තාවකාලිකව අත්හිටවීම.
- වාර්ෂික මහජන වාර්තාවක් – පැමිණිලි ගණන, ගත් පියවර, සහ අවසන් ප්‍රතිඵල.
- උපදේශන සේවා – පීඩාවට පත් සිසුන් සඳහා නොමිලේ මනෝසමාජ උපදේශන සේවා ලබාදීම.
විශ්වවිද්‍යාල යනු ඉගෙනුම් සහ ගෞරවය ඇති ස්ථානයක් විය යුතුය — භීතිය සහ නින්දාව ඇති ස්ථානයක් නොවිය යුතුය.
End Ragging in Sri Lankan Universities – Enforce the Law, Protect Students
Ragging destroys lives, careers, and mental health. The law already bans it — now we demand strict enforcement, protection for victims, and real accountability.
Ragging in Sri Lankan universities is not “fun” or “tradition” — it is abuse.
It humiliates, injures, and even forces students to abandon their studies. Many suffer lifelong trauma.
The Prohibition of Ragging and Other Forms of Violence in Educational Institutions Act (No. 20 of 1998) makes ragging a criminal offence. But without consistent enforcement, perpetrators continue unchecked, and victims stay silent out of fear.
We demand a national zero-tolerance standard for all universities:
- Mandatory anti-ragging orientation for every new academic year — explaining the law, penalties, and student rights.
- 24/7 anonymous reporting channels (hotline, WhatsApp, email) monitored by the UGC and Police, not by student unions.
- Independent investigation panels for each case, with findings issued within 7 days.
- Immediate protection measures for complainants — including temporary suspension of accused individuals during inquiry.
- Annual public reports showing the number of cases, actions taken, and outcomes.
- Free, confidential counselling for victims.
Universities should be places of learning and respect — not fear and intimidation.
